The proposal aims to curb abusive language and ensure transparency during heated on-field moments, per Sky Sports. Infantino suggested the new rule could be implemented for the 2026 World Cup hosted by Canada, Mexico, and the United States.

The FIFA president stated that covering the mouth during a verbal dispute often conceals insults or discriminatory remarks. Referees currently find it difficult to monitor such exchanges. According to Reuters, the measure would apply specifically to instances where players confront each other or match officials. Infantino believe the change will improve player conduct and the public image of the game.

Fifa intends to discuss the disciplinary update with the International Football Association Board (Ifab) before the tournament begins. The world governing body previously introduced stricter guidelines regarding dissent and captain-only zones during the 2024 European Championships and recent club competitions, as reported by The Guardian.
