Guehi, who joined City from Crystal Palace for £20m on January 19, is currently ineligible. He previously played for Crystal Palace in the competition. English Football League rules state a player can represent two clubs in the Carabao Cup if they join the second club before the semi-final first leg. Guehi's transfer occurred after City's semi-final first leg.
Manchester City secured their place in the final by defeating Newcastle United 5-1 on aggregate. Arsenal reached the final after beating Chelsea 4-2 on aggregate. Guardiola has asked City to write to the EFL, but he remains pessimistic about a rule change.
